Hazard Communication (HAZCOM) (29 CFR1910.1200) and Global Harmonization System (GHS)

December 1, 2013 marks the first critical implementation date when employees must be trained on new work

place label elements and the updated Safety Data Sheet (SDS) format. Employee HAZCOM training must be updated so that workers can recognize and understand the new labels, pictograms, new hazard statements and precautions on SDSs. This updated HAZCOM/GHS course is designed for the employee, employer, safety professional, manager, consultant and trainer who wish to receive an overview of the changes to OSHA’s Hazard Communication Standard (1910.1200)plus helpful information, resources and materials on GHS vs. NFPA and HMIS labeling, the new classification of chemicals, changing from MSDS to SDS, new training requirements, and the comparison and contrasts between the former and the new students

Below breaks down differences and definitions of Hazmat vs Hazwoper.

GHS Label

HAZMAT is short for "hazardous materials." The purpose of this certification is to train employees in how to safely transport dangerous materials. This is accomplished by setting standards and regulations on how the materials are packaged,setting up a system of labeling hazardous materials and designing guidelines on how the materials move from one place to another. HAZMAT certifications are set in place to avoid a potential catastrophic event.

What is a HazMat Employee?:

A HazMat Employee is defined at 49 CFR 171.8 as someone employed by a HazMat Employer who in the course of employment directly affects hazardous materials transportation safety. This includes persons who load or unload hazardous materials from vehicles, transport hazardous materials over public roadways, prepare or sign shipping papers for hazardous material shipments, and those with direct management oversight of any of the above.

What is a HazMat Employer?:

A HazMat Employer is defined at 49 CFR 171.8 as a person who is self-employed or who employs or uses at least one HazMat Employee on a full-time part time or temporary basis and who transports or causes hazardous materials to be transported in commerce or is involved in the design, manufacture, or reconditioning of hazardous material packaging. It includes all departments, agencies and instrumentalities of Federal and State governments.

4-5 HOUR DOT HM-181 Basic Hazmat Employee

A person who offers a hazardous material for transportation / A person who is involved in the transportation of a hazardous material / A person who labels or marks packages that are being transported. A certificate documenting compliance with the DOT requirement is presented upon completion. This course will also fulfill your tri-annual DOT refresher requirement.

DOT HAZMAT Title 49 CFR (172.704) 8 HOURS

This training is mandatory for those involved in the hazardous material shipping process. Training is required every 3 years, with initial training to be received within 90 days of employment/change in job function. This course meets both initial and recurrent training requirements. Format of the regulations, general requirements, UPS requirements, training requirements, security awareness, hazard classes, packing groups, use of the hazardous material stable, hazardous substances, marine pollutants, identifying proper shipping names, non-specification and UN specification packaging requirements, exceptions and exemptions, marking, labeling, documentation, emergency response requirements, segregation, and placarding.

DOT HAZ MAT LEVEL TWO DOT HAZMAT 1910.1200 8 – 12 HOURS

(A)First Responder, Awareness Level (FRA): First responders at the awareness level are individuals who are likely to witness or discover a hazardous substance release and who have been trained to initiate an emergency response sequence by

notifying the proper authorities of the release. They would take no further action beyond notifying the authorities of the release.

DOT HAZ MAT LEVEL TWO OPERATIONS 1910.1200 8 HOURS

(B)First Responder, Operations Level (FRO): First responders at the operations level are individuals who respond to releases or potential releases of

hazardous substances as part of the initial response to the site for the purpose of protecting nearby persons, property, or the environment from the effects of the release. They are trained to respond in a defensive fashion without actually trying to stop the release. Their function is to contain the

release from a safe distance, keep it from spreading, and prevent exposures.

HAZWOPER stands for "Hazardous Waste Operations and Emergency Response Standards." The HAZWOPER certification and regulations are run by OSHA and have a very defined purpose. While the HAZMAT certification sets out to ensure an issue does not develop, the HAZWOPER certification is in place to regulate the cleanup in uncontrolled environments. It regulates how hazardous waste is disposed of, sets guidelines to ensure waste is disposed of properly and establishes procedures for an event that involves the release of hazardous waste. Proper storage and cleanup of hazardous waste has the potential to save many lives.

8 HOUR REFRESHER OSHA29 CFR 1910.120regulations, this annual HAZWOPER refresher training is required for individuals having a role at a HAZWOPER site.Annual HAZWOPER refresher training is required for individuals in order to maintain their certification. This course covers broad issues pertaining to the hazard recognition at work sites. OSHA has developed the HAZWOPER program to protect the workers working at hazardous sites and devised extensive regulations to ensure their safety and health. Must carry a prior Hazwoper 24 or Hazwoper 40 certification.

8 HOUR HAZWOPER AWARENESS

OSHA29 CFR 1910.120 (q) regulations, First Responders at the Awareness Level are individuals who are likely to witness or discover a hazardous substance release and who have been trained to initiate an emergency response sequence by notifying the proper authorities of the release. They would take no further action beyond notifying the authorities of the release.

24 HOUR HAZWOPER 29 CFR 1910.1200 (C)

Hazardous Materials Technician: Hazardous materials technicians are individuals who respond to releases or potential releases of hazardous substances for the purpose of stopping the release. They assume a more aggressive role than a first responder at the operations level in that they will approach the point of release in order to plug, patch, or otherwise stop the release of a hazardous substance. Hazardous materials technicians shall have received at least 24 hours of training of which 8 hours shall be equivalent to the first responder operations level and in addition have competency.

40 HOUR HAZWOPER

General site workers (such as equipment operators, general laborers, and supervisory personnel) engaged in hazardous substance clean up and removal of other activities which expose or potentially expose workers to hazardous substances and health hazards shall receive a minimum of 40 hours of instruction off the site, and a minimum of 3 days actual field experience under the direct supervision of a trained, experienced supervisor.
